Ministry of New and Renewable Energy (MNRE), Govt. of India sanctioned the scheme Pradhan Mantri Kisan Urja Suraksha Evam Utthan Mahabhiyan (PMKUSUM) on 8.3.2019. The scheme aims to add solar and other renewable energy capacity of 25,750 MW by 2022. Among the three component, in component-A it is proposed to install decentralized ground mounted grid connected solar power plants in farm land within 5 KM radius of 33/11 KV Grid substation of individual plant capacity up to 2.0MW.
Solar or other RE based power plants(REPP) will be set up by farmers/ groups of farmers/ cooperatives/ panchayats/ Farmers producers groups/ water users associations called as Renewable Power Generators (RPG). In case the above entities are not able arrange the required equity for the project they can opt to develop the projects through developers or even through local DISCOMs.
The projects will be connected to 33/11 KV substation and will be located within 5 KM radius of the substations. The RPGs will sell their power to the DISCOMs/GRIDCO at Feed in Tariff determined by Odisha Electricity Regulatory Commission (OERC) through PPAs.
For Odisha, OERC has determined the tariff of Rs. 3.08/- per unit of electricity generated.
